This problem still happens on fully up to date Ubuntu 16.04:

@achat1024 is right in saying the plugging / unplugging hardware should not
trigger changes to plasma-org.kde.plasma.desktop-appletsrc.
While this bug is serious in itself, it would be less serious if a logout/login
(or reboot) would bring the user back to a working situation (as would be if
the configuration file wasn't changed).
