In 21.10, There are 2 methods to get to the settings. (1) The default 
panel right next to the Kubuntu start menu icon is system settings.


(2) Clicking the start menu icon opens up the menu and has a right pane 
on it with system settings.


Then from system settings, I click appearance at the top.


As stated I can't replicate the error on this os partition without 
re-installing. The problem was
resolved by manually creating folders inside the .local folder and by 
manually downloading themes etc and pushing the buttons in appearance 
sub categories to install them.
