(1) The default panel right next to the Kubuntu start menu icon is system settings. (2) Clicking the start menu icon opens up the menu and has a right pane on it with system settings. Then from system settings, I click appearance at the top. As stated I can't replicate the error on this os partition without re-installing. The problem was resolved by manually creating folders inside the .local folder and by manually downloading themes etc and pushing the buttons in appearance sub categories to install them.
