Changing AppletsLayout::AppletsLayout to ignore any screen resolution changes the first time it is ran fixed the bug, while still allowing the widgets to be repositioned when the user intentionally changes the screen resolution. I've only tested this in a single-monitor setup within a VM, but it entirely resolved the problem for me.
