Extracting could be debated, but I don't see why anyone would expect creating a new archive to open a new window. Even more so with cancelling an ongoing operation. >From a UX perspective, neither of these operations should imho open a window. If it can be disabled, but only by altering other behaviour of dolphin with the same setting, then I'd consider that a bug that needs fixing.
