Yes, the behavior comes from the default Breeze theme. Using Fusion works
around it by not using Breeze.

It sounds like there really is an app bug here though. If the app has UI
elements with drag areas that are very small and very close to the window
background, then, yeah, a mis-drag will drag the window instead of the UI
element and this could be very frustrating. It sounds like a solution could be
to increase the size of the draggable UI elements, or the size of their
invisible drag areas.
