kded4 is a helper tool for libkdecore, not part of the structure of a KDE Desktop manager. But at least on linux, it is started on demand (when a KDE application is started no matter under what desktop system) Lots of this is fixed by KF5 by separating teh bits, but in the kdelibs 4.x age, kded4 is needed.
