kded4 is a helper tool for libkdecore, not part of the structure of a
KDE Desktop manager.

But at least on linux, it is started on demand (when a KDE application
is started no matter under what desktop system)

Lots of this is fixed by KF5 by separating teh bits, but in the kdelibs 4.x 
age, kded4 is needed. Among other things to ensure that sycoca is
updated.
