I believe there's something bad in the way KDE is started - at least for me 
it's running in the C locale and this causes what you're seeing. I did not have 
time to investigate, so as a crude yet efficient hack I simply modified 
/usr/dt/config/Xinitrc.kde 
to include
export LC_ALL=fr_FR.UTF-8
