sorry if I confused you.

I'm not sure that these rules are set down anywhere (and remember: I'm just 
an innocent bystander ;-). It's more like a consensus that was reached on 
this email alias (and others) over time, which was driven in part by the 
unfortunate way gnu configure tools tie build machine and runtime 
environment together.
