I'm not sure what made the K-Menu pop up on Win in the past - I'm pretty 
convinced KKeyChooser always insisted on modifier keys being modifier keys 
only. However, there has been pretty much (un-)usability cleanup going on 
between 3.3 and 3.4 with regard to keyboard shortcuts (for example 
KKeyChooser will not allow single-key shortcuts anymore at all!), so this 
might be just one of the features which have been axed.
