I'm not sure of the reason, hopefully lofi would be able to recall why
it was done this way.
The pkg-descr for x11-wm/kompmgr reads:
Utility needed to enable XComposite support in KDE.
So, one will probably not run into any troubles as long as one doesn't
enable anything XComposite-y, such as real transparency. And although I
can only speculate on the reason for why it was split out of kdebase,
I'd be thinking it's because it builds with xorg and probably fails to
build with XFree (and isn't supported under XFree anyway).
