By chance I just encountered the pop-up-blocked notification window myself 
(never did before). The "red x button" actually is not a button - it's an 
icon, symbolizing a blocked window. The window itself is a so-called "passive 
pop-up", which doesn't have a close button since it disappears by itself 
after a few seconds (yes, a non-closeable pop-up to notify you of blocked 
pop-up strikes me as ironic as well).

However: You can disable the notification. The little 
window-with-a-red-x-on-it icon will also appear in the lower left corner of 
the Konqueror window when a pop-up has been blocked and clicking on that will 
produce a context menu where you can uncheck the passive pop-up notification, 
which should get rid of the anti-pop-up pop-ups.
