I just run installer version 0.9.6-4, choosed download only, choosed an install root and a temporary folder, choosed the proxy type and selected http://www.winkde.org/pub/kde/ports/win32/releases/ as download source. Then I saw a list of several stable and unstable release. I selected stable latest and saw a list of packages in end user and package manager mode.
