I?ll try to get 3.1.2 building, but I?m a Make/CMake + autoconf 
knuckle-dragger.  I?m trying to figure out how to get the Meson build working, 
and how to get it to skip tests on a cross-compile.

Does #3982 help with cross-compile? It comes with a patch.
If it is the case I'll return it to triage so it should be fixed in a next
release and eventually backported to 3.0.
