Doug, I suspect the system in question may not have direct access to the internet. The target environment needs to set up a local mirror or maybe just a yum proxy if yum/dnf is the only way to upgrade reliably. The points about RPM dependencies are obviously correct, but there's no reason why carefully downloading the RPMs locally shouldn't work. It's just more manual work to identify WHICH you need.
