This is really a topic for an 'RPM' list or forum, but anyway... The error message you received did tell you exactly what was wrong; since the isc-kea-common package was being upgraded from 2.7.7 to 3.0.0, the dependency in the isc-kea-devel package would no longer be satisfied. You had two options: uninstall the isc-kea-devel package, or upgrade it also from 2.7.7 to 3.0.0. This sort of error message is emitted any time you try to remove an existing package which other existing packages depend on.
