General Description:
The Program Manager's primary responsibilities are to ensure the
successful implementation of all program activities of USDA-funded Food
for Progress (FFP) Program and to contribute to the strategic
development of the IRD Indonesia program portfolio. The Program Manager
will devote the most significant level of effort on food security
programs, especially the successful implementation of Better Foods
Better Lives (BFBL); work to develop of transition strategies to
appropriate programs that meet food security objectives (i.e. improved
availability, access, increased income and consumption). As` a senior
program manager, the position will also provide a representation to a
number of partners, including government , local NGOs, private sector,
other international organizations, donors and others , as required
Specific Responsibilities:
1. Prepare detailed implementation plans and develop program
designs.
1. Support IRD in the selection process for program partners and make
recommendations to the Deputy Country Director (Program) and Country
Director".
3. Advice in the preparation of the food production contracts for
Country Director's signature.
4. Manage the negotiation process with the factories for IRD food
production.
5. Manage the factory selection process for IRD partners and make
recommendations to the Deputy Country Director (Program) and Country
Director.
6. Prepare and manage program budget.
7. Prepare required program reports, including draft semi-annual
and final reports for review by CD and submission to IRD HQ.
8. Prepare proposed commodity allocation to appropriate food
producers subject to review and approval by CD.
9. Ensure all food commodities and processed foods meet the quality
of USG and IRD standards as verified by testing in a local laboratory.
10. Conduct program supervision, monitoring, and evaluation activities.
11. Supervision, evaluation, and staff development of program staff.
12. Maintain program commodity shipment arrangement.
13. Perform additional assignments as requested
Program Development
1. Provide strategic direction for new program development of food
security programs.
2. Liaise with GOI to obtain support for new IRD programs proposals
and project activity MOUs.
3. Provide input and assist as necessary with budgets for project
proposals and for annual operating expenses of projects.
4. Provide input for a variety of program development activities.
Other
§ Consistent with IRD's efforts to promote equal

the overall scope of this position.
§ Assist Country Director to manage Breedlove Project
implementation.
Required Qualifications:
§ Minimum of 5-8 years program development management
experience in an equivalent position.
§ Minimum Bachelor's Degree, Master's preferred in
economics, business administration, community development, or a related
field.
§ Experience working in a similar position in an NGO or an
international organization is required.
§ Excellent communication skills in Indonesia and English
verbal and in writing

§ Strong negotiating, analytical, and mentoring
§ Excellent interpersonal skills, including patience,
diplomacy, willingness to listen, and respect for colleagues.
§ Ability to work both individually with little supervision
and as part of a team.
§ Ability to motivate their team and create a supportive
working relationship among all program staff
§ Ability to build and strengthen external relationships with
a wide range of organizations and partners.
