The main issue we have here is that we are supporting ZFS for the LTS, so over time we may be picking less of the point release changes into each SRU of ZFS since we are interested in bug fixes and not feature changes. Hence I am not included to pull in all changes in a point release unless they fix specific Xenial ZFS issues that are fixes upstream, as according to the SRU policy.
