Title:
  Removing zfsutils-linux/focal 0.8.3-1ubuntu11 package in a chroot
environment tries to unmount all zfs datasets

Status in zfs-linux package in Ubuntu:
  Won't Fix

Bug description:
I ran "apt remove zfsutils-linux" to remove the package in a chroot
environment, it tried to run "/etc/init.d/zfs-mount stop" which would
unmount all zfs datasets. This caused issue as my chroot environment
has various folders mounted as zfs file systems.

On Ubuntu 19.04 where zfs version is 0.7.12, it does not do that.
