Sure, that would work more efficiently.

The URLs change for every new version/package build.
You can get get to the .deb files this way:

1) Go to https://launchpad.net/ubuntu/focal/+source/linux

2) Click on the version under 'Releases in Ubuntu'
(some versions are listed multiple times, but point to the same place)
e.g, for 5.4.0-31: https://launchpad.net/ubuntu/+source/linux/5.4.0-31.35

3) Click on 'amd64' under Builds

4) Download the .deb files (watch out for .udeb and .ddeb ;) under
'Built files'.

The minimal you need is linux-image-unsigned and linux-modules.
Some systems (usually w/ RAID controllers) need linux-modules-extra.
If you build modules (nvidia, dkms, etc) get linux-headers-...-generic and just 
linux-headers

The base URL for all packages there is the same, so you can use
something like that wget expression.

  Computer freezes on kernel 5, works on kernel 4

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  The computer works with kernel Ubuntu 4.15.0-112.113-generic 4.15.18.
  If I update to linux-image-5.4.0-47-generic 5.4.0-47.51 - it freezes.
  I tried the procedure "https://wiki.ubuntu.com/DebuggingKernelBoot"; it 
freezes after Ctrl+x
