[Impact]
Hotplug the external monitor doesn't work.
[Fix]
The 2 commits from v6.12 fix the issue

dcb6c1d07171 drm/xe/display: Separate the d3cold and non-d3cold runtime PM
handling
[Test]
1. Wait for a while to let the screen dim(not suspend)
2. Touch keyboard/touchpad to wake up the system
3. Plug in HDMI monitor to the machine
4. The external monitor should work
[Where problems could occur]
It may affect the behavior of hotplugging in monitors.
