Yes it does, both FAT16 and FAT32. However, I think you have to use mangled
8.3 filenames rather than long filenames.

Incidentally, if you get the GRUB command prompt and type

kernel=(hd0,

and then hit TAB, you'll get a list showing the partitions on disk hd0 and
also the type of filesystem on each. This works for module as well.
