Two more odd observations about the error. First, I closed all of those MRs yestrday, and when the script ran again, it just recreated them, even though there should be no config issues (files are in pending- fedora, the config should be sane). Second, it creates the files in pending-fedora, it does not create files in pending-common (and shouldn't need to because the configs options are not exposed for RHEL), but the MR is for new empty files in common.
