Sure - but I wouldn't make them pads. Pads IMHO should be reserved, as their name says, for component pads. I would rather add a generic polygonal shape, with multiple user-definable anchors (that can be treated like 0-sized pads) that can be attached to traces/vias/pads/other anchors. Two big applications of such shapes are touch buttons and microwave components. More on the attached drawing. Sorry for brevity, busy times here. Cheers, Tom
