I cannot talk about the propose who wrote/maintain that road map. I am not a core developer, so I dont know what are the big future plans, only at moment it is clear that all (main developers) are working to get a stable (bug fixing and fix improves) I think in some cases the road map is some kind of wish plan.. Maybe some of the things in the road map cannot be added at this moment for lots of reasons (eg: it will need a lot of refactoring in kicad core.. making a lot of changes)
