I cannot talk about the propose who wrote/maintain that road map. 
I am not a core developer, so I dont know what are the big future plans, only 
at moment it is clear that all (main developers) are working to get a stable 
(bug fixing and fix improves)
 
I think in some cases the road map is some kind of wish plan.. Maybe some of 
the things in the road map cannot be added at this moment for lots of reasons 
(eg: it will need a lot of refactoring in kicad core.. making a lot of changes)

But my concern expressed in my email was that I prefer to have a good few 
featured application than one with loose features "under development" with the 
possibility to stay in standby for a long time.. and then we start receiving 
complains from the users.. and the developers say: "we know it is bugged.. it 
is not yet implemented... we have no resources for that" .. and developers and 
users start getting frustrated :/
