If the installer was compromised or modified in anyway, Windows would be invalidating the certificate's signature and you would see "Unknown Publisher" or other warnings rather than displaying the name on the certificate "Open Source Developer, Mark Roszko". Someone would have to have their own trusted CA code signing certificate to resign it.
