To Recreate:
1. Create a notice with styling and assign the reports module.
2. Create a report for the notice.
3. Now go back home and click on the reports module.
4. Search for the report.
From here there are extra steps in order to run this report. Click on the run
button, which takes the user to the report output. Then the user has to click
an extra button to 'run with template'. Or the user can click on View and then
run with template. It would be nice to add a 'run with template' option in the
report actions pop-up. This would avoid having to essentially run or view the
report first. Notes could be added to the report by the user noting the report
should be run with a template.
