When searching to filter reports via keyword, we treat the search terms as a
phrase. I feel it would be more helpful to treat them as keywords.
To recreate:
- Have a report named "Holds Log"
- Search reports for "hold log"
- Don't find anything
- Be sad
This applies specifically to the search (from the reports homepage or on the
left of the saved reports page), not the datatables filter. The datatables
filter treats each search term independently.
