Bug 30975: Fix framework plugins on acqui/neworderempty.pl
Test plan:
- Activate UseACQFrameworkForBiblioRecords
- Make sure you have an ACQ cataloguing framework that uses at least one
plugin
- Create a new basket, create an order from 'new'
- Verify that framework plugins work
