When importing biblios from Z39 we save every record retrieved in the search
into an import batch. For authorities we check the control number and
authorized heading and return the existing record from the DB - this is worked
around bug 19220 by updating the marc each time, but we should document this in
the code and for the user to make it clear what is happening in both cases and
possibly provide a way to clear the cached/saved values
