The circulation rules dictate which patron categories can borrow which material
and the limit on each combination.

The Default checkout, hold policy by patron category configuration allows you
to set the "Total current checkouts allowed" per patron category.

It would be good if libraries had the ability to override or set the limit on
an individual patron account. For example, a child by default may be allowed to
borrow 10 items but the library would like to restrict a specific child to only
borrow 5 itmes. 

This can be achieved with a separate patron category of course but the library
would prefer to do it on an individual basis when required.
