At the moment I am not sure and it sounds like it behaves as expected... nosisuecharge is the limit for issues and allows for fines to be removed from the total calculation using the checkbox in the debit type configuration page. maxoutstanding is for blocking holds and doesn't allow for fines o be removed from the total.
