Add the Debian package to both dependency lists in debian/control, as was done for the removal of UNIVERSAL::require in bug 42860. The package is available in Debian bookworm (0.111) and trixie (0.116) and in Ubuntu jammy (0.109), noble (0.111) and later. Like the other entries it is left unversioned. debian/control is normally regenerated from debian/control.in by debian/update-control, which maps the whole cpanfile using apt-file on the build machine; edit the file directly here to avoid unrelated churn.
