Bug 33260 adds the notices management tool, which can print notices (the status
of a printed notice becomes 'printed') and convert a notice that was sent or
failed by email or SMS to a print notice (the status of the original becomes
'converted').
Both changes to the notices of the message queue were logged under the Notices
log module at first, but that module is otherwise only used for changes to the
notice templates, as the NoticesLog system preference says ("Log changes to
notice templates"), and what was logged was not complete (it did not record the
changes made to the notice, such as its status and updated_on), and the log
viewer shows the action in capitals ('CONVERT'). It was agreed on bug 33260
(see comment 576) to leave the logging out of that bug and to do it properly
here.
Proposal:
* Add a new log module for the changes to the notices of the message queue,
with its own system preference, rather than reusing the Notices module for the
templates.
* Log the changes of status, for example sent -> printed and sent -> converted,
with the user who made them, with a diff of what changed (status, updated_on),
as other modules do.
* Actions that can be logged: print, convert to print, resend, and the other
changes made to a notice from the staff interface (for example deleting a
notice, or restoring it).
* Display in the log viewer: the action in sentence case ("Converted",
"Printed"), a link to the notice, and the filters of the log viewer for the new
module.
* Consider linking the log of a converted notice to the log of the print notice
it created, which are linked in the delivery notes by bug 33260.
This bug depends on 33260 for the printing and the conversion, and the notices
management page.
