we are aware of the interest in translating the manuals and it's a constant topic at the Documentation IRC meetings:

At the moment we need to investigate the different options Sphinx gives us for translations. If someone is interested in helping out there, please get in touch.

Well the English manual for 16.11 is generated from docbook XML.
So you probably will want to maintain a fork for your translated 16.11 version.

Work is being done on 17.11 which is master, and in sphinx.

In short we won't be pushing patches for 16.11
