SOVETSKAYA ROSSIYA - MILOSEVIC HAS NOT YIELDED

BELGRADE, March 6 (Tanjug) - There is rarely a statesman who would publicly
say these words without running the risk of being accused by the "world
community" of extremism and similar moral sins, the Russian paper
Sovetskaya Rossiya said, assessing the speech of President Slobodan
Milosevic at the recently held congress of the Socialist Party of Serbia.

It would seem that it would not be in favour of Slobodan Milosevic, who has
been the object of an insane campaign of Western media, to provoke the
wrath of the West. However, the Yugoslav president has once again
challenged it by calling for resistance to the "new world order" in his
speech at the Fourth Congress of the Socialist Party of Serbia on February
17 this year in Belgrade, said a commentary by Vyacheslav Tetekin in the
paper Sovetskaya Rossiya.

The Socialist Party of Serbia, the paper said, is the largest political
force in Yugoslavia. It has 700,000 members (on 10.5 million inhabitants).
The following largest party is the Serbian Radical Party, which forms a
part of the ruling coalition, with about 200,000 members.

Slobodan Milosevic does not leave the impression of an iron fist fighter. A
gentle face, rationality of gestures and words. His main characteristics
are a concentration of thought, energy, will... A country whose survival is
threatened needs a leader. And undoubtedly, Milosevic is exactly that.

In the final speech at the congress he said: at the present time, when the
threat of global violence is known, it is necessary to globally organize
resistance to that threat. Small Serbia has proved that resistance is
possible. Applied on a wider level, organized in the first place as a moral
and political rebellion against tyranny, hegemony, rise of hatred, fear and
new forms of violence with respect to freedom fighters, that resistance
would stop the offensive of the inquisition of modern time."

Nelson Mandela is now 81 years old and he has distanced himself from
things, Fidel Castro is over 70. He remains the unquestioned leader of the
"third world," but there is a need for a new strong and relatively young
leader. Slobodan Milosevic is increasingly becoming such a leader. In that
sense he represents a threat to the United States and to its allies.

In general, the Russian commentator added, the Fourth Congress of the
Socialist Party of Serbia was an impressive demonstration of international
solidarity. The congress was attended by about one hundred delegations from
more than 60 countries of the world. To claim after that the "world
community" supported NATO's action is a gross lie.

The reactions in the conference hall clearly showed how Yugoslavia relates
to this or that country. A wonderful welcome was reserved for the Greeks,
who strongly supported Yugoslavia at the time of the aggression. Strong
applause welcomed the representatives of the Communist Party of China. The
Chinese have deserved that with their consistent position at the time of
the aggression. In a somewhat more reserved manner were greeted guests from
Russia. Certainly, we remain the closest cousins and allies of Yugoslavia
and everyone understands that. But, the element of offense because of the
behaviour of "Yeltisn's Russia" at the time of the aggression has remained,
as well as the role of Chernomyrdin that will follow us for a long time.

Strongly represented were political parties from South America, and also
the countries of southern Africa, which until recently themselves waged an
independence struggle against imperialism. At the congress were
representatives of ruling parties of South Africa, Angola, Mozambique and
Zimbabwe, and also of Uganda and Kenya. Swapo of Namibia sent a letter of
greetings.

Unlike European diplomats, who were frightened and left Belgrade at the
beginning of the bombing, the embassies of Asian, African and South
American countries stayed in the capital city of Yugoslavia. It was a very
strong demonstration of solidarity. At one time, the Russian Foreign
Ministry was asked by a deputy of the Russian duma what was the position of
the countries of the world with relation to NATO's aggression. The Ministry
replied that, unfortunately, rarely anyone condemned NATO's activity. In
reality, practically everyone disapproved them. The Russian Foreign
Ministry is not well informed about what is happening in the world around
us.

GEN. IVASHOV: YUGOSLAVIA WILL NOT BE OBSEQUIOUS

MOSCOW, March 7 (Tanjug) - Yugoslavia is one of the European countries
which has a strong stand toward NATO and will never be obsequious, Russian
Defense Ministry Central International Administration chief, Gen. Leonid
Ivashov said on Monday.

One of the reasons behind the current trends in Kosovo and Metohija and all
of Yugoslavia is that the KFOR forces and U.N. mission head Bernard
Kouchner categorically refuse to cooperate with the Yugoslav leadership,
Gen. Ivashov said in an interview to Russian TV channel 1.

Many European countries, including NATO members, are very concerned over
the non-implementation of the United Nations Security Council resolution on
Kosovo and Metohija, he said.

"The political course of developments is proceeding so that certain NATO
members, primarily the United States, do not want the resolution to be
realized and do not want Kosovo and Metohija to remain within Yugoslavia,"
the general said.

All this demonstrates that "there is not enough consolidation among the
NATO countries themselves for them to be able to introduce law and order in
Kosovo and Metohija, they are obviously acting in different directions,
and, finally, they do not have the necessary political will," he said.

Underscoring that the Russian Defense Ministry is also very concerned over
the course of the peace operation in the southern Serbian province, Gen.
Ivashov said "from the very first days, NATO conducted the deployment of
KFOR forces with the objective of taking under its wing the so-called
Kosovo Liberation Army (KLA)."

That terrorist organization has not been fully disarmed or its structures
reformed, they were simply covered up by the establishment of the Kosovo
Protection Corps, Gen. Ivashov said.

KFOR, UNMIK RESPONSIBLE FOR GRAVE SITUATION IN KOSOVO AND METOHIJA

BRUSSELS, March 6 (Tanjug) - Yugoslav charge d'affaires at the European
Union Nikola Lukic said Monday that the U.N. peacekeeping force KFOR and
the U.N. civilian mission (UNMIK) were mostly responsible for the grave
situation in Kosovo and Metohija.

Lukic was speaking at a news conference held after the E.U. Council, the
European Commission and all E.U. member states had been presented with
copies of the Yugoslav government's memorandum warning against drastic
violations of U.N. Security Council Resolution 1244 and the
military-technical agreement reached in Kumanovo, Macedonia, last June.

Lukic informed reporters about key points cited in the memorandum
describing as vital the respect for Yugoslavia's territorial integrity,
creation of conditions for a life in safety of all living in the Yugoslav
republic of Serbia's southern province, regardless of their ethnic
affiliation, and return of all refugees and Yugoslav state security forces
to the province, as provided for by the resolution.

Lukic also said that the Yugoslav government had repeatedly warned U.N.
officials as well as the U.N. Security Council and the European Union
against the systematic violation of key provisions of the resolution and
had insisted on taking all measures within their sphere of authority to
ensure the consistent implementation of these provisions.

He listed cases of flagrant violation of the resolution, pointing to
alarming developments in Kosovo and Metohija following the deployment of
KFOR and UNMIK to the province.

CZECH CULTURE WORKER: SERBS ARE MODEL FOR ALL SLAVS

BELGRADE, March 6 (Tanjug) - Serbs are a model for all Slavs and for the
whole progressive world because of their brave resistance to NATO's brutal
aggression last Spring, according to the president of a Czech culture
society in Belgrade on Monday.

Visiting the Serbian Culture Society (KPZS) in Belgrade, Pavel Polacek of
the Bohemia, Moravia and Silesia Homeland Society thanked the brave Serbian
people for defending themselves and setting an example to others, and said
he admired them for their courage.

Welcoming the Czech humanist, KPZS President Milisav Milenkovic said
Polacek was "one of the many intellectuals in the world who showed with
word and deed, at the worst of times of the NATO aggression, that we are
not alone."

Polacek has come to Yugoslavia on a mission of friendship to see at first
hand the extent of the crime committed by the NATO criminals in the course
of their aggression on Yugoslavia (of which Serbia is a part).

He explained that the purpose of his organisation is to spread the ideas of
humanism and democracy, enhance human rights and dignity and help the
nations in the Czech Republic and out of it achieve equality regardless of
race, sex, education and creed.

Polacek, the author of more than 500 press articles, studies and analyses
in the field of strategic planning, said that NATO is a criminal,
aggressive, imperialist organisation which is following in Hitler's
footsteps and should be wiped off the face of the earth.

He said there is no statute of limitations and there can be no forgiveness
for the barbaric atrocities committed by NATO in Yugoslavia.

Speaking about the situation in the Serbian (Yugoslav) U.N.-ruled province
of Kosovo-Metohija, he said that the scum of the earth has been brought
there for the purposes of a total genocide of the Serbs and other
non-Albanians.

He said he believes that Serbia has the right to have its troops back in
Kosovo-Metohija, because what is happening there now has nothing to do with
the provisions of U.N. Resolution 1244.

During his five-day stay in Yugoslavia, Polacek will visit the Serbian
cities of Novi Sad, Loznica, Aleksinac and Nis.

RUSSIAN MEDIA BLAST U.N.'S MARY ROBINSON OVER YUGOSLAV REPORT

MOSCOW, March 6 (Tanjug) - Moscow media on Monday blasted a report by U.N.
Human Rights Rapporteur Mary Robinson, released in Geneva, for saying no
word of condemnation of NATO's aggression on Yugoslavia while admitting it
killed hundreds of civilians.

The media especially stressed that the report omitted to mention many of
the crimes known to all the world, such as the air strikes on the Chinese
Embassy and on the Serbian state television building in Belgrade. However,
the media stressed that even Mary Robinson's report, incomplete as it is
and far from listing the notorious attacks in which NATO murdered peaceful
civilians, still made it quite clear that the air strikes killed hundreds
of innocent people.

The horrendous facts notwithstanding, the report by Mary Robinson utters no
word of condemnation of NATO for the mass murders and for the aggressive
flagrant violation of the norms of humanitarian law and the U.N. Charter,

FAILURE OF KFOR AND UNMIK MISSIONS

PEKING, March 7 (Tanjug) - Many countries, not only Yugoslavia, accuse the
KFOR and UNMIK missions of failing to respect U.N. Security Council
Resolution 1244 on Kosovo and Metohija province, Chinese media said on
Tuesday in reaction to Monday's debate at the Security Council on the
deteriorating situation in this southern Serbian province.

The U.N. military and civilian missions, the Chinese news agency Xinhua
said, are not adhering to this resolution which envisages full respect for
the sovereignty and territorial integrity of Yugoslavia and the complete
disarming of the ethnic Albanian terrorist organization, the so-called
Kosovo Liberation Army. Xinhua said the Security Council session came at a
time when the security situation in Kosovo and Metohija had further
deteriorated as a result of a recent series of ethnic Albanian terrorist
attacks on employees of the U.N. mission and members of the international
peace corps.

Under Resolution 1244, KFOR and UNMIK must fully respect Yugoslavia's
sovereignty and territorial integrity and ensure security and equality for
all ethnic communities in Kosovo and Metohija, Chinese media said.

Although they have been given a mandate by the Security Council to preserve
peace, neither UNMIK nor KFOR have secured the protection of the
non-Albanian population in the province, Xinhua said.

In an extensive report from New York, Xinhua also carried Yugoslavia's
sharp protest to the United Nations over UNMIK chief Bernard Kouchner's
plan to issue travel documents to the population of Kosovo and Metohija
province.

WEST HAS NOT ENVISAGED SOLUTION FOR KOSOVO AND METOHIJA

VIENNA, March 7 (Tanjug) - The international community is not capable of
restoring peace in Serbia's Kosovo and Metohija province in spite of the
presence of the international force KFOR and U.N. civilian mission UNMIK,
the Vienna daily Kurier said on Tuesday.

"In that province, which is smaller than the Austrian province of Upper
Austria, there are 37,000 foreign troops under a NATO command, also 1,900
policemen, and several hundred employees of the United Nations. And yet,
there is still no trace of peace in Kosovo and Metohija. The citizens of
the province are not safe, let alone those who are supposed to take care of
restoring peace," the Vienna daily said.

The west does not have a reasonable solution for the problem in Kosovo and
Metohija, nor the means, while Kosovo Albanians do not understand the
concepts of democracy and coexistence, Kurier said.

"The annual budget of Kosovo and Metohija corresponds to half a day of
NATO's bombing of Yugoslavia," said the daily. "The funds which the west is
ready to invest in reconciliation in the region best reflect their
interest. Namely, there can be no reconciliation with empty coffers,"
Kurier said.

"In the south of the country (Yugoslavia), ethnic Albanian guerrilla are
attacking Serbian police," said Kurier. "Ethnic Albanians have obviously
interpreted NATO's actions of last year as a possible engagement of the
western alliance as a type of aviation," the Vienna daily said.

YUGOSLAVIA HAS SUPPORT IN OVERCOMING DIFFICULTIES

PEKING, March 7 (Tanjug) - The vast majority of countries support
Yugoslavia in its actions to preserve its sovereignty and territorial
integrity, the leading Chinese daily Renmin Ribao said on Tuesday.

The daily, which voices official Chinese stands, said Yugoslavia was
successfully tackling the difficulties it was facing from inside and out,
placing emphasis on economic development.

With the arrival of the international missions KFOR and UNMIK in Serbia's
Kosovo and Metohija province, ethnic Albanian extremists continued
constantly to terrorize and commit acts of violence against Serbs and
non-Albanians, Renmin Ribao said, illustrating this with the figures that
350,000 non-Albanians have been expelled from their homes in Kosovo and
Metohija, that about 800 others have been murdered, and that over 50,000
houses have been torched or otherwise destroyed.

In spite of a shortage of funds, Yugoslavia completed the first stage of
reconstruction in early November last year by beginning or completing
projects of vital importance to the national economy or the living standard
of the population, Renmin Ribao said.

Yugoslavia will continue dealing with the difficult tasks of preserving
state unity, opposing western sanctions, developing its economy, and making
efforts to preserve social stability, the daily said.

The Yugoslav government, its people, and the world community must all
invest joint efforts if the Yugoslav people's striving for peace, stability
and development is to be realized, the daily concluded.
