The government had intended to implement the bill on Local Government, which is considered to be a reform, using a decree with force of law but this decree was annulled forcing the government to prepare a new bill. THE NEW BILL GIVES APPOINTED PROVINCIAL GOVERNORS SUPER POWERS AND PREVENTS ELECTED MAYORS FROM DOING ANYTHING, NOT EVEN EMPLOYING A NEW WORKER, WITHOUT FIRST SEEKING THE APPROVAL OF THE GOVERNOR.
