Kim Jong Il sends wreath to bier of Im Rok Jae
     Pyongyang, January 19 (KCNA) - General Secretary Kim Jong Il sent a
wreath to the bier of Labour Hero, academician, prof. and dr. Im Rok Jae,
president of the Central Cotanical Garden and concurrently president of the
academy of Forestry Science, on Friday expressing deep condolences over his
death. Im died of acute myocardial infraction at the age of 81 on January
17, Juche 91 (2002).
    He was alternate member of the WPK central committee and deputy to the
DPRK Supreme People's Assembly.

Independent reunification called for in S. Korea

     Pyongyang, January 19 (KCNA) -- The Seoul District Federation of
University Student Councils (Sochongryon) in South Korea reportedly
published a "letter of the 2002 Sochongryon meeting for proclaiming the
independent reunification to implement the June 15 joint declaration" on
Jan. 12. The letter said that all the Koreans should turn out in the
struggle to reunify the country by their united efforts, taking the idea of
independent reunification, the main spirit of the joint declaration, as the
banner of reunification that should be upheld by the entire nation.
    The U.S. imperialists recently declared this year as a "year of war" and
are resorting to the hardline policy toward the north while strengthening
the south korea-u.s.-japan military "cooperation", it pointed out, and
declared: 
    We students will wage a vigorous struggle to check the U.S. imperialists
and their allies' aggression and war moves and remove the threat of war, and
turn out in the campaign to drive out the U.S. forces which are chiefly
responsible for national division and committing plunder after occupying
this land.

Over 30,000 literary works created in decade
     Pyongyang, January 19 (KCNA) -- At least 30,000 literary works such as
poems, novels and juvenile stories of high ideological and artistic value
have been created under the wise leadership of the Workers' Party of Korea
in the last decade since the publication of leader Kim Jong Il's famous work
"Theory of Juche-based Literature". The work published on Jan. 20 Juche 81
(1992) deals under an integral system all theoretical and practical issues
arising in the development of Juche-oriented literature such as its
fundamental mission and character, issues related to the tradition of
revolutionary literature and art and the inheritance of national literature
and art, essence and character of Juche-oriented realism, the depiction of
the leader of the revolution, the theory of seed of a literary work and
principles governing depiction and the issue of popularizing literature.
    The decade witnessed the creation of over 20 serials of the cycle of
novels "immortal history" and "immortal guidance" and the full-length novel
"on the road of loyalty." they deal with the immortal revolutionary feats
performed by President Kim Il Sung, leader Kim Jong Il and the anti-Japanese
war woman hero Kim Jong Suk.
    The same period also saw the appearance of more than a thousand novels
including full-length novels such as "ardent desire", "Mt. Paekkum" and
"blood-stained earth" and literary works based on real stories. They help
arm working people with a revolutionary outlook on life and speed up the
socialist march under the red flag.
    Poets have created over 20,000 poems of diverse genres representing the
feelings of the people in our times.
    Many novels and poems created for children in the period fully reflect
their mind.

Dangerous fever of war under fire
     Pyongyang, January 19 (KCNA) -- The Japan Defence Agency is busy
re-examining the present "defence program" and working out a "defence
program" aimed to be carried out till the year 2005 and a new 2006-2010
"mid-term arms build-up plan." Minju Joson today observes: This is a proof
that Japan tries to take an active part in the settlement of international
disputes in an attempt to show off as a military and political power and
meet "state interests" through military actions.
    The news analyst says:
    Japan is trying to emerge a war state capable of carrying out overseas
aggression, not for self-defence. It is the final aim of the Japanese
reactionary ruling quarters to have the same "right" and capacity as those
of the united states that does not hesitate to use huge armed forces when it
thinks they are necessary for meeting "state interests" and for establishing
a sphere of domination.
    Japan is about to emerge an enemy of humankind in the 21st century.
    The Japanese reactionaries should cool down their heads overheated with
fever of war and ponder with reason over the ensuing consequences of their
moves for overseas aggression.
    No country wants Japan to be a war state, but it wants Japan to be a
pacific country. no country tolerates Japan's moves to become a war state.
    The moves escalated by the Japanese reactionaries for a war of
aggression in defiance of the unanimous will and demands of the
international community will only precipitate their self-destruction.

U.S. imperialists' crafty strategy for aggression by proxy assailed
     Pyongyang, January 19 (KCNA) -- Rodong Sinmun today in a signed article
calls upon the peace-loving people of the world to resolutely struggle to
check and frustrate the U.S. imperialists' crafty strategy for aggression by
proxy. The U.S. world strategy is one for aggression and war designed to
control the anti-imperialist independent forces by force of arms and put the
world under its domination and control, the article says, stressing that one
of the U.S. important methods of carrying out the strategy is aggression by
proxy. 
    It goes on: 
    The U.S. is now using Japan in Asia, Israel in the middle east, Kossovo
separatists in Yugoslavia and NATO member nations in west Europe as its
proxies for aggression.
    The U.S. imperialists are pursuing their wily purpose through the
strategy for aggression by proxy.
    It is to strengthen domination and control over its allies, satellites
and puppets to seize major land of resources and military points of the
world. It is also to dominate and subordinate other countries through
proxies and drive them out as shock brigades against other countries in an
"emergency". 
    The U.S. imperialist aggression by proxy is, in essence, the craftiest
method of aggression that has been long used to make other countries fight
against each other and fish in troubled waters.
    The aggression by proxy is now becoming more vicious and brigandish.
    The U.S. is not only resorting to direct aggression operations but also
making its allies, satellites and puppets its proxies in aggression
operations in a bid to escape from its present crisis and realize its
ambition for world supremacy.
    The U.S. imperialist strategy of aggression by proxy poses a great
threat to humankind.
    It is rendering regional situation strained, infringing upon the
independence and sovereignty of countries and nations, harassing peace and
security and increasing the danger of war.
    The intensified U.S. aggression by proxy is owing to its most serious
crisis ever in history. The U.S. economic potential is too weak to support
its reckless policy of strength. This is why the U.S. is trying to use its
allies, satellites and puppets for intensifying aggression by proxy.
    In order to prevent war and protect world peace, it is imperative to
check and frustrate the U.S. imperialists' moves for aggression and war and,
to this end, smash their strategy for aggression by proxy as well as their
policy of strength.

KCNA on Japan's reckless provocation
     Pyongyang, January 19 (KCNA) -- The Japanese reactionaries have
persisted in their anti-DPRK hostile moves since the beginning of the year
as evidenced by their act of searching its cargo ship for no reason. On Jan.
7 the Japanese authorities searched a DPRK cargo ship, asserting that they
received a "telephone message". In the wake of the incident it was confirmed
by the security authorities and media that this was misinformation which had
been provided by an unidentified jobless loafer. But the Japanese
authorities are putting spurs to beefing up maritime "self-defense force",
persistently floating the fiction of "threat from North Korea", instead of
making an apology for this diatribe.
    Such move is a grave encroachment upon the DPRK's sovereignty and
dignity and a reckless provocation made by those hell-bent on the anti-DPRK
smear campaign. 
    The Japanese reactionaries seem to have become extremely arrogant after
openly setting out on the road of overseas expansion by taking advantage of
the "September 11 incident". They do not bother to encroach upon the
sovereignty of independent states even in violation of the generally
accepted international laws.
    What Japanese maritime forces are doing in coastal waters from the
Asia-Pacific region to the Indian ocean is reminiscent of the piracy
committed by the Japanese imperialists' fleet of aggression in the past.
    This is a very serious development as it clearly indicates to the
international community once again that the Japanese reactionaries are only
keen to realize their old dream of "Greater East Asia Co-Prosperity Sphere",
far from repenting of the war of aggression committed in the past.
    The army and people of the DPRK will never allow Japan, to start a war
of overseas aggression once again with the Korean peninsula as a springboard
as it committed indelible crimes against the Korean people in the past.

KCNA on unreasonable assertion
     Pyongyang, January 19 (KCNA) -- Recently some media, predicting the
DPRK-U.S. relations this year, conveyed what They called views of U.S.
experts on the Korean peninsula that the inspection of the nuclear
facilities of the DPRK should be made from the middle of the year according
to the plan to push forward the building of the light water reactors. This
is an unreasonable assertion that reflects the viewpoints of impure elements
keen to distort the basic spirit of the DPRK-U.S. agreed framework and the
principles that should be maintained in putting it into practice and shift
the responsibility for the delayed construction of lwrs on to the DPRK.
    The basic spirit of the framework is that the U.S. is obliged to provide
the DPRK with the light water reactors in return for the DPRK's freezing of
nuclear facilities and the two sides agreed to abide by the principle of
simultaneous honest implementation of their obligations.
    In the wake of the publication of the framework the DPRK has fully
implemented its obligation, suffering a huge loss caused by the freeze of
the independent nuclear power industry.
    The U.S. side, however, pursuing its hostile policy toward the DPRK, has
implemented none of its obligations properly laid down in the framework.
    The insincere attitude and stand of the U.S. side has seriously delayed
the construction of the lwrs which it had promised to provide to the DPRK by
the year 2003. It is told that the project is likely to be completed by the
year 2008. 
    Under the situation the U.S. side is to blame for all the problems
related to the implementation of the agreed framework. It is quite natural
that the U.S. side should make compensation for the loss of electricity
caused by the delayed construction of the lwrs.
    It is quite unfair to try to unilaterally force the inspection of the
nuclear facilities upon the DPRK, a victim, ignoring all the facts and
truth. This is, in the final analysis, a criminal attempt to put political
pressure upon the DPRK.
    The fate of the agreed framework entirely depends upon the attitude of
the U.S. side. 
    The U.S. side should drop its hostile policy toward the DPRK and adopt a
substantial measure to make an immediate compensation for the loss of
electricity to the DPRK before anything else.

50th anniversary of President Kim Il Sung's work observed
     Pyongyang, January 19 (KCNA) -- A meeting of Pyongyangites took place
at the People's Palace of Culture today to mark the 50th anniversary of the
publication of President Kim Il Sung's famous work "On making good
preparations for universal, free medical care." The president published the
work on January 20 Juche 41 (1952) during the hard-fought fatherland
liberation war and in November of the same year took a historical measure to
publish a decision of the cabinet on the introduction of universal and free
medical care throughout the northern half of Korea on January 1, Juche 42
(1953). 
    Minister Kim Su Hak of public health made a report at the meeting.
    He said the work is a famous work, the first of its kind in history, to
give a comprehensive answer to a theoretical and practical issue arising in
providing the working masses with a right to medical care. It served as a
highly important guideline in setting up the man-centred, best public health
system in Korea and accelerating the building of Juche-based socialist
public health, he said.
    The universal, free medical care, he noted, is a popular measure that
could be adopted only by the president who devoted his all to the people,
guided by the maxim "believing in the people as in heaven" and the most
vivid expression of his unbounded love for the people.
    The wise guidance of the Workers' Party of Korea resulted in adopting
the public health law of the DPRK in Juche 69 (1980) and providing a legal
guarantee for the final settlement of the issue of the health care of the
working masses, he said, and went on:
    Leader Kim Jong Il indicated the orientation and way of putting the
public health care onto a higher level to meet the new requirements of the
developing revolution and took one wise measure after another to develop the
universal, free medical care.
    Today in Korea the mortality rate decreased as low as to one-fourth as
compared with that before the liberation of Korea in August 1945 and the
average life expectancy nearly doubled.
    He underscored the need to boost medical services, improve in a
revolutionary way the diagnosis and medical treatment methods to meet the
demands of the developing modern science and technology and fully ensure the
material conditions needed for medical service and thus effect a new
revolutionary turn in health care.
    Present at the meeting were secretary Choe Thae Bok of the WPK central
committee and other leading officials.
