President calls for proper irrigation planning
in Thanh Hoa 

President Tran Duc Luong has asked Thanh Hoa province and the Lam Son sugar
company to construct proper irrigation to develop sugarcane-growing areas
for the sugar industry.

The president made the request during his working visit to Thanh Hoa
province on January 21 and 22.

He said that the province should build small and medium irrigation projects
which are suitable to local conditions, to diversify cultivation and animal
husbandry and develop the processing industry.

Visiting the Lam Son sugar company, President Luong urged the company to
improve transport, infrastructure reduce the cost of transporting materials
and products and increase its products' competitiveness in the market.

He also called on the company to ensure a higher value of each cultivated
area and harmonious benefits among the State, collectives and workers, thus
improving people's living conditions.

Speaking to officers and soldiers of the Command of Military Zone I,
President Luong lauded their achievements of the past 40 years. He said he
believed that in the new situation with new advantages and disadvantages,
they would successfully fulfil all tasks assigned by the Party, the State
and people. 

The president also visited sugarcane-growing areas in Quang Phu and Xuan
Chau communes of Tho Xuan district and the Thong Nhat sugarcane farm in Ngoc

PM works with farmers' association

Prime Minister Phan Van Khai, praised the efforts of the Farmers'
Association in co-ordinating with relevant agencies and mass organisations
to perform well its function of encouraging farmers to develop production,
contributing to the country's socio-economic development.

At a working session with the association on January 23, Prime Minister Khai
was reported the association's achievements over the past two years,
particularly in farmers' socio-economic development, building new rural
areas, implementation of poverty reduction and job generation, as well as
implementing democracy regulations at the grassroots level.

The association implemented 98 projects in 2000 and 2001, with a total
investment capital of VND 7.5 billion, created jobs for 3,544 workers, and
raised farmer supporting funds worth VND 164 billion to provide loans for
214,770 households to develop production, helping eradicate hunger in 67,500
households. 

Prime Minister Khai spoke about the opportunities and challenges Vietnam is
facing in implementing socio-economic development in 2002. He said the Party
and State highly valued the role of the Farmers' Association and Vietnamese
farmers, a workforce representing 80% of the country's population.

The Party and State have paid special attention to projects promoting
socio-economic development in rural areas and improving farmers' living
conditions, Mr Khai said. He noted that the government this year plans to
accelerate economic restructuring to raise the quality of farm produce, so
that farmers' living conditions improve.

The prime minister asked the association to pay attention to farmers'
interests, encourage its members to implement the Land Law and protect
members' rights. 

Prime Minister Khai also agreed to let the association hold a second
national conference of outstanding farmers, participate in socio-economic
development programmes, set up a social insurance fund for farmers and build
a farmers' conference centre. (VNA)

Youth should be ready to work in difficult areas: PM

Young people should be a task force in the national construction and
development, ready to work in the most difficult places, said Prime Minister
Phan Van Khai. 

He expressed his hope that youngsters will be present in the poorest areas
nationwide to help local inhabitants carry out the national programme of
hunger eradication and poverty reduction.

During his working session with the Secretariat of the Ho Chi Minh Communist
Youth Union (HCMCYU) Central Committee in Hanoi on January 23, Prime
Minister Khai asked youth to play a key role and actively take part in
fighting social evils, controlling traffic accidents, assisting needy people
and working in remote and isolated areas.

Analysing young people's position and role in national industrialisation and
modernisation, the prime minister stressed the need to educate and train
youngsters, encourage them to study hard and participate in scientific and
technological research, thus contributing to national construction and
defence. 

He reminded the Youth Union to vigorously mobilise young people to carry out
national socio-economic targets set for 2002 and the following years.

Last year, the HCMCYU maintained its volunteer movement, particularly the
'Young Student Volunteers in Summer 2001' campaign which attracted 2.5
million young people.

Many young people have matured through these movements. As a result, nearly
one million young people became members of the HCMCYU, and more than 67,000
outstanding members went on to join the Communist Party of Vietnam last

Central Highlands development, unity, security discussed

Socio-economic development should be combined with consolidation of the
political system and the strengthening of unity and security, leading to
solidarity among all ethnic groups in the Central Highlands, stressed Deputy
Prime Minister Nguyen Tan Dung.

Deputy Prime Minister Dung spoke at a three-day conference held by the
government to implement a Politburo Resolution on socio-economic
development, national defence and security maintenance for the Central
Highlands between 2001-2010 that concluded in Dak Lak province on January
23. 

He also said attention should be paid to mobilising people to implement the
Party and State's policies, considering it to be the main solution in the
implementation of socio-economic development tasks, ensuring national
security in the region.

The participants discussed the implementation of long-term development, the
five-year plan of 2001-2005 and basic solutions to socio-economic problems
in the region. 

They also heard reports by relevant ministries and agencies on
socio-economic development, national defence and security maintenance,
religion and the consolidation of the political system in the Central
Highlands. 

Deputy Prime Minister Dung said the relevent ministries and services should
supplement and complete projects and plans on socio-economic development in
the Central Highlands provinces, and issue clear and decisive policies.

Together with State investment, the localities should mobilise resources
from the whole society, encourage different economic sectors to invest in
industries in the Central Highlands, including farm and forest produce
processing and paper production, the deputy prime minister noted.

He asked local Party organisations and authorities to implement the
Resolution of the Politburo and the prime minister's Decision to develop the
economy, improve cultural and social life, and ensure national defence and
security in the Central Highlands and build it into an important economic
zone of the country. (VNA)

Vietnam, Belgian defence ministers meet

Defence Minister, Senior Lieutenant General Pham Van Tra, has held talks
with his Belgian counterpart, Andre Flahaut, in Hanoi.

Defence Minister Andre and his delegation arrived Hanoi on January 23, for
an official friendship visit to Vietnam.

Both sides informed each other of their respective countries' military
situation and exchanged views on international issues of common concern for
peace, stability and development.

Senior Lieutenant General Tra welcomed the visit by the high-ranking Belgian
delegation, saying it would contribute to further strengthening the
relationship between the two armies, as well as the friendship and
co-operation between Vietnam and Belgium.

Belgian Minister A Flahaut expressed his belief in the success of his
delegation's visit, saying it would enhance mutual understanding and
friendship between the two armies and peoples.

Defence Minister A Flahaut is accompanied by the President of the Belgian
Senate, Armano De Decker, the Secretary of State for Foreign Trade, Robert
Urbain, and a number of MPs and senior military officers. (VNA)

Vietnam, Thailand promote education co-operation

Vice Chairman of the National Assembly, Nguyen Dinh Cu, expressed his hope
that Vietnam and Thailand will co-operate in developing education, as he
received a visiting delegation of the Committee for Education of Thailand
House of Representatives, led by Wichit Srisa-An, in Hanoi on January 23.

Vice Chairman Cu exchanged views with the Thai guests on education, and
informed them about Vietnam's policy on educational development and
priorities focused on the poor, ethnic minorities and people in remote
areas. He said Vietnam wants to share experiences in developing education
with Thailand, which he said has a developed educational system.

Wichit Srisa-An noted that the two countries will co-operate in the coming
period, especially in university-level training; and exchange teachers and
students. 

Earlier, the Thai delegation had a working session with Chairwoman Tran Thi
Tam Dan of the National Assembly's Committee for Culture, Education, Youth

HCM City Police asked to make further efforts

Politburo member and secretary of the Ho Chi Minh City's Party Committee
Nguyen Minh Triet asked the city's police force to be determined to overcome
weaknesses to better fulfil their tasks this year, a year with great
advantages but also challenges.

Mr Triet was speaking at a meeting held on January 23 to review the sector's
activities last year and start implementation of its tasks this year. He
praised the police force for their efforts over the recent time,
particularly their co-ordination with other forces of the Ministry of Public
Security to crack down on the organised crime ring led by Nam Cam.

On the occasion, the city's police force were awarded an emulation pennon
from the government as the leading unit in the emulation movement 'For the
National Security.'

Also the same day, the city's police force were deployed to maintain traffic
order and safety during the lunar New Year festival.

These forces will, together with young volunteers, stand ready at traffic
trouble spots to control traffic jams and ensure clear and safe road travel.
