Riverside, Los Angeles and San Diego have them now.

I can say that having traveled to many cities across the country (and several abroad) that San Diego has, on average, noticeably cleaner and better maintained eateries. Even the dives. There are some real pits on the east coast which the locals consider hoity-toity dining but wouldn't be open a month here.

Eh, most U.S. restaraunts have about the same level of cleanliness in my experience. My rule of thumb is to check the floor when I walk in. If they can't be bothered to clean the floor that customers see, odds are the kitchen isn't someplace I want preparing my food.

I've had some great food in east coast dives. Never really tried the hole in the wall type places in San Diego (they tended towards Mexican or Asian, neither of which I enjoy) so I'm not qualified to talk about those.
