Honestly, it's far better, for this particular case, to use an issue tracking system that is capable of ingesting email messages directly, rather than a normal mailing list. Life is much better, especially if you pick a good system.

We're currently using a help-desk package (Cerberus) for primary interaction with our "clients", and Bugzilla for actual defect/bug tracking. Right now cross-referencing is done manually (usually by dropping URLs in messages where/when needed) but everyone works much more efficiently than if we were to do it all with one or more mailing lists.
