It's part of bind-utils, as is host and nslookup.
On a rhel 4 machine:
rpm -qf /usr/bin/dig
bind-utils-9.2.4-16.EL4
That explains it. The servers in question do not have bind installed.
In fact, it is removed when H-Sphere (the management software we use)
installs software on servers that are not name servers.
So, I will have to install bind-utils and make sure bind is not running.

Not trying to sound like I know much about such things, but if there is
software that automatically removes it, perhaps there is a way to
install it such that the other software doesn't find it?

One day I stumbled across a case of Scotch.
As I recall, I stumbled several days thereafter.
