Yeah, I have to admit, charter schools may be the best solution for that situation right now. However, that's primarily because DPS is serving as a buffer against the real problems.

If DPS collapses, suddenly, the charter schools now have to deal with the problem children, too.

Katrina broke up the endemic violence and poverty in New Orleans. And caused a surge in violence and poverty in Houston. Pushing the problem around doesn't fix it.
