First, because it is not the fault of the child that their parent is a jerk.

Damn with all the money that is
being spent to take care of all the kids like they need the same kind of
help as the few, we could probably create some three student classrooms for
these PITA kids, and the normal kids will be able to learn without the added
distraction. Schools do it all the time for the brightest kids. How many
gifted programs have somewhere between 3:1 to 6:1 student to teacher ratio?
Do the math, though. Let's assume that teacher salaries are at $40K and
shoot for a 10:1 ratio. Approximately 10,000 teachers would be required
for Detroit Public Schools. That's 40,000 x 10,000 (1/10 of about
100,000) or $400,000,000 on teacher salaries.
Now, I agree with your solution. However, most people will choke on
that kind of budgeted number.
In reality, you probably need closer to 5:1 and average salaries are
closer to $60,000. So, you're talking $60,000 x 20,000 which is $1.2
billion. Quite close to the entire budget of DPS at $1.4 billion.
And, for the worst students, you really need 1:1. The best way to bring
them around is to isolate them from other students and provide adult
attention. This gets really expensive very quickly.
