Most big cable and dsl providers disallow outbound on smtp nowdays due
to spambots.
Lots of places are dropping email that doesn't reverse dns to a valid
mailserver. Make sure if you are on cox business that they give you
reverse dns.

I use the Cox sntp server to send mail 99.99% of the time. When I don't,
I use either the greenesthost.com server or my own (just configured
yesterday) randomlogic.net server, both of which use port 587.
In any case, my Cox supplied IP will be in the header as the originating
IP of the e-mail.
