The last remark is not right for SVN.
It does allow log entries to be changed:

It isn't exactly something that's normally done, though. At least it can
be enabled for users, but then arbitrary changes can be edited, which is
probably why it is normally an admin kind of thing.
In git, when I change the description, I'm making a different change. I
can only do this to changes I haven't pushed to anyone else, or I'll just
be making a divergent branch that happens to change the files in the same
way.
