>From a merchant's perspective that's a legitimate question, because they are *hoping* you pick ATM. If they automatically did an ATM transaction I'm sure they'd get a class action suit sic'ed on them pretty quick, but if you leave it up to the consumer to choose that, your hands are clean and you get to keep that 25 cents.
