Nobody likes to recommend reinstall -- because it smells too much like a
typical Windows last-resort solution. :-)

But that is always an option which, in the case of a recent install
(where you probably have little to worry about preserving), is probably
relatively cheap..

..but (to some of us) it seems a shame not to try to figure out what the
problem is.

Other than curiosity, the real benefit of this, of course, is to avoid
and/or fix similar problems in the future.

If you have sufficient patience/tolerance (etc) to suffer through more
questions and experiments, there still are additional avenues to explore.

The results of the following commands would be nice to see:
(easier if you execute them as root)
  uname -a
  selinuxenabled && echo YES || echo no
  service iptables status
  tail -20 /var/log/httpd/error_log

If selinux is enabled..
- we should probably ask for advice from someone who knows more about it
than I do, but..
- if you are behind a firewall, and don't have anything to fear from
other login users or other computers on your LAN (this is probably a
home system, right?), then you can safely disable selinux with
  system-config-selinux
(same as via menu: System > Administration > SELinus Management)
  Then change the Enforcing mode to "Disabled"
  Save and then reboot.

Did you ever do the "Listen 8880" (httpd.conf change) experiment?
