Trying to set up FTP Login

I am trying to set up FTP Login on a Server
 
I added the following 
 
useradd -s /sbin/nologin -d /var/www/html webuser
 
I went and added a  password with
 
passwd webuser
 
I have pure-ftpd & vsftpd installed
 
When I try with an FTP client to log into the 
server on port:21 the connection is being refused
 
Can anyone point me in the right direction?
