Since the connection is refused (doesn't ask for a login) then the user and
password aren't involved (...yet).
Normally you would look to see if ftpd is running. But it isn't handled
this way. Connecting to port 21 wakes up xinetd, who in turn is supposed
to start ftpd.
But also you need to know that a connection to port 21 is allowed (this is
firewall stuff).
I'll leave the details to those who actually know about it (especially
working with xinetd and its configuration files)
