Isn't it possible to tell apt to 'HOLD' specific packages so they
don't get upgraded or dist-upgraded? I know it can be done with
apt-pinning, but I think there's a more direct way to do it through
either apt or dpkg.
Yes. But it was already too late, the damage had been done. The kernel
will remain at its current level because I made it the default boot
kernel, and you can't [1] get rid of your boot kernel.

[1] There are ways to get rid of your boot kernel but neither Ubuntu nor
Fedora will remove them. You do have to pay attention to see if they
change the default for the next reboot though.
